JOB DUTIES:
• The Port Engineer oversees engineering operations and maintenance of the repair facility systems and watercrafts assigned to the U.S. Army Kwajalein Atoll (USAKA). Coordinates repair and maintenance functions furnished operating fleet to minimize loss of revenue and cost of repairs: Reviews repair request and compares request with previous work accomplished on watercrafts concerned and similar vessels to determine that expenditures are economically sound. Prepares recommendations for work, and initiates procurement of materials. Inspects machinery, equipment, or spaces outlined in work request, draws up job specifications, and obtains bids from contractors or shipyards to perform repairs. Investigates machinery casualties to determine cause, and advises ship's officers in methods of operation to prevent recurrence of casualty or maloperation. Maintains records of engineering costs for each vessel, such as repairs, supplies, and personnel. Cooperates with regulatory bodies to ensure that requirements for alterations, repair, or modifications are kept at minimum cost consistent with safety. Reports directly to the Marine Manager for orders, guidance, training and suites. Performs assigned systems tasks/efforts to include government directed work schemes under general direction and as described herein in accordance with Corporate Procedures, Standard Operating Procedures, U.S. Coast Guard and applicable U.S. Army regulatory requirements.
• Operational:
o Supervisor for a division of 21 employees.
o Works with the Marine Manager to develop and maintain vessel budgets.
o Develop and monitor the execution of short and long term training plan.
o Act as program manager for Preventive Maintenance.
o Responsibilities generally include purchasing and procurement, receiving, and issuing of equipment, tools, consumable items or anything else obtained through the Supply System.
o Develops life cycle management/life cycle support plans for watercraft.
o He/She will assist in the disciplinary system to include review of warning sheets, investigate complaints of violations of company and government rules and regulations
o Screen, prioritize and assign resources to support service/trouble desk requirements.
o Inspect marine equipment and machinery to draw up work requests and job specifications.
o Prepare, or direct the preparation of, product or system layouts and detailed drawings and schematics.
o Conduct analytical, environmental, operational, or performance studies to develop designs for products, such as marine engines, equipment, and structures.
o Design and oversee testing, installation, and repair of marine apparatus and equipment.
o Prepare plans, estimates, and production schedules, and contract specifications, including any special provisions.
o Investigate and observe tests on machinery and equipment for compliance with standards.
o Coordinate activities with regulatory bodies to ensure repairs and alterations are at minimum cost, consistent with safety.
o Conduct environmental, operational or performance tests on marine machinery and equipment.
o Maintain contact with, and formulate reports for, contractors and clients to ensure completion of work at minimum cost.
o Establishes operating procedures and safety programs.
o Interviews, assists in the selection of, and trains Chief Engineers, First and Third Assistant Engineers and all Repair Labor Category personnel.
o Coordinates activities of engineering section with other divisional functions.
o May sail as Chief Engineer on vessels on emergency basis.
o Performs other related duties as assigned and determined by Marine Manager.
JOB SKILLS & KNOWLEDGE REQUIREMENTS:
• Required:
• Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
• Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
• Knowledge of machines and tools, including their designs, uses, repair, and maintenance.
• Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
• Knowledge and prediction of physical principles, laws, their interrelationships, and applications to understanding fluid, material, and atmospheric dynamics, and mechanical, electrical processes.
• Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
• Knowledge of circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming.
• Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
• Knowledge of raw materials, production processes, quality control, costs, and other techniques for maximizing the effective manufacture and distribution of goods.
• Must be a US citizen, capable of obtaining SECRET security clearance.
• Must possess a valid driver's license and valid passport or be able to obtain them.
• Must be able to board a ship at mooring or at sea from a launch to conduct ship support activities
• Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

EXPERIENCE (Years):
• Required:
• A minimum of eight (8) years commercial port engineering experience; OR
• A minimum of five (5) years of seagoing experience as a Chief Engineer or First Assistant Engineer on a U.S. Coast Guard engineering license, steam or motor, any horsepower;

EDUCATION:
• Required: A combination of a Bachelor's degree in engineering and three (3) years documented sailing experience on a U.S. Coast Guard limited license; OR
• A combination of education and experience in the above areas that provides an equivalent level of knowledge of ship operations and maintenance management.

OTHER SPECIAL QUALIFICATIONS:
• Project Management Certificate a plus.
• U.S. Coast Guard or U.S. Army 1600T Chief Engineer's license with all applicable STCW endorsements for international waters strongly desired.
